PDF to HTML as one clean page, with the headings kept
PDFCheetah's free PDF to HTML tool writes the text of the PDF pages you pick as plain HTML in your browser — headings and lists worked out, no styling added — and your file never leaves your device.

How to convert a PDF to HTML
- Open the PDF you want as a web page.
- Every page starts selected. Select only the ones you need, or leave them all.
- Select Convert to HTML, then Download the .html file or copy the markup straight from the page.
Clean markup, worked out on this device
A PDF records where words sit and how big they are, not which ones are headings. PDFCheetah reads the text each page carries, puts it in reading order — columns one after the other — and writes larger type as headings, bulleted and numbered lines as lists, and the rest as paragraphs with broken words mended. The result is plain HTML, ready to paste into a website or a content editor. Nothing is uploaded.
Current limitations
This is not a copy of the page’s look: fonts, colors, columns side by side, pictures, tables and links are not carried over, and no styling is added. Structure is inferred, so a heading set in body-size bold stays a paragraph. A scanned page has no words to read and is named in the result: text recognition (OCR) is not available here yet. Password-protected PDFs cannot be opened here yet: use Unlock PDF first if you know the password.
Common questions
- Is my PDF uploaded to convert it to HTML?
- No. The text is read and the HTML is written in your browser, on this device. Nothing is sent anywhere.
- Will the HTML look like the PDF?
- No. It keeps the words and their structure — headings, lists and paragraphs — but not the fonts, colors, columns or pictures, and it adds no styling of its own, so it takes on the look of the site you paste it into.
- Are pictures, tables and links kept?
- No. Pictures are left out, a table's text comes through as paragraphs, and links become plain text. Extract Images from PDF saves the pictures on their own.
- Why is a page of my PDF empty in the HTML?
- A scanned page is a picture of text, with no words in it to read. The result names those pages; text recognition (OCR) is not available here.
